How to start a project?

Recently I followed this approach for my couple of projects: I got this idea from Simon Sinek's book Start with WHY?

WHY

Here I need to define the need and impact of the project will be. The project should be inclusive.

WHAT

After why is been clear to you. We need to understand all the tools required to execute this project. Along with that, we need to understand the breadth of the tools platform. Tools pros and cons need to understand. Efforts needed much be derived here.

HOW

Once we have some work done in the project at a high level. We have some good confidence to look deeper into the tools. Become the expert in the tools will be a natural step here. Go deep into this don't get a waiver from these things.
